Justice Teresa Doherty (Northern Ireland), Presiding Judge
Appointed by the Secretary-General of the United Nations

Justice Teresa Doherty was called to the bar 1978. From 1976-1987 she practiced law in Northern Ireland and Papua New Guinea. In 1987 she was appointed a Principal Magistrate in Papua New Guinea and from 1988-1997 she served as a Judge of the Supreme and National Courts. 

In 1998 she returned to private law practice in Northern Ireland, where she worked until 2003. Most recently, from 2003-2005, Judge Doherty has served as a Judge of the High Court and the Court of Appeal of Sierra Leone. Since 2002 she has served as Life Sentence Review Commissioner for Northern Ireland.

 

Justice Julia Sebutinde (Uganda)
Appointed by the Secretary-General of the United Nations

Justice Julia Sebutinde, a British-trained Ugandan lawyer, was called to the Uganda Bar in 1979. From 1978-1991 she worked within Uganda's Ministry of Justice, where she rose to the level of Principal State Attorney / Principal Legislative Counsel. From 1991-1996 she worked for the Commonwealth Secretariat, London as a Legislative Consultant and was seconded to the newly-independent Republic of Namibia, where she was attached to the Ministry of Justice as a Legislative expert.

In 1996 she was appointed Judge of the High Court of Uganda. Between 1999 and 2003 Judge Sebutinde chaired three high-level Commissions which investigated allegations of corruption in the Uganda Police Force, the Ministry of Defence and the Uganda Revenue Authority, respectively.

 

Justice Richard Lussick (Samoa)
Appointed by the Government of Sierra Leone

Justice Richard Lussick was called to the bar in 1973. He worked as a barrister in private practice in Australia from 1973-1986. From 1986-1987 he served as Parliamentary Counsel in the Office of the Attorney-General in Samoa. He became a Judge in 1987 and has held a wide variety of positions within the Samoan judiciary, including Acting Chief Justice, Judge of the Court of Appeal, Acting President of the Land & Titles Court, Supreme Court Judge, Chairman of the Public Service Appeals Board, District Court Judge, and Coroner. From 1995-2000 he served as Chief Justice of the Republic of Kiribati. He is a past Vice President of the Commonwealth Magistrates and Judges Association.

 

 

Justice El Hadji Malick Sow (Senegal)
Alternate Judge

Justice Sow has extensive experience in Senegal's judiciary, both at the regional and national level. From 1984 to 1990 he served in various capacities as Judge of the Regional Tribunals of Ziguinchor and Diourbel the Labor Tribunal of Dakar.

Since 1994, Justice Sow has served as Judge in a number of Senegalese courts, including the Première Chambre Sociale, the Première Chambre Civile et Commerciale, and the Troisième Chambre Correctionnelle, the Chambre d'Accusation, and the Première Chambre Correctionnelle of the Court of Appeals of Dakar. In November 2006 he was named President of the Criminal Chamber of the Appeals Court in Dakar.

Justice Sow also has worked as a Technical Advisor to Senegal's Ministers of Foreign Affairs and Justice, respectively.
